Associate Consultant

Don has over 34 years of correctional experience spanning positions from Correctional Officer to Chief Deputy Warden.

During his tenure with the California Department of Corrections, he has performed assignments that have included Correctional Officer, Correctional Sergeant, Correctional Lieutenant, Correctional Counselor, Facility Captain, Associate Warden, and Chief Deputy Warden. These positions were served in the California Department of Corrections in 3 prisons and the department's headquarters. Don's experience includes line, supervisory, management and administrative levels, custody of inmates, investigation of staff & inmates, incident evaluation and management, emergency operations planning and management, involvement in the design development, review and activation of approximately $5 billion worth of new prison construction at 18 sites, as well as directing the renovation, mission changes, and modernization of existing facilities from a security, operational, and management perspective. He served as Chief of Design and Security for the California Department of Corrections new prison construction program and as Assistant Chief in the Program Support Unit, overseeing security policies/procedures and staffing for all California State Prisons.


Don also served on Governor's Task force to address the Department's severe overcrowding. He has conducted security and operational audits and design reviews of 11 private correctional facilities in Tennessee, Mississippi, Louisiana, Texas, and Arizona. Finally, Don collaborated with the court appointed receiver to construct new and renovate existing Health care facilities to ensure compliance with court mandates for the delivery of health care services to California's inmate population.
